Customs Procedure

Customs procedure is a very important thing which can really improve or deteriorate a country’s name and fame. Customs procedures are certain steps that need to be followed in order to get clearance for goods that are exported and imported. Thus there are three types of things for which customs need to be cleared. These are Import, Export and Domestic consumption commodities. The following are the custom procedures for the above commodities.

Customs Procedure

The first type is for Domestic consumption, the customs will require the imported merchandise to get the status of good released in the same territory of Russia. The documents pertaining to customs duties and taxes will have to be submitted in accordance to the Federal Law of the Russian Federation. This is only in case of observance of terms and conditions. On the other hand, in case of non-observance of terms and conditions the liability will fall on the imported merchandise.

The second type is the export. Export is nothing but a set of goods which are sent out of the country for trading purposes with a condition that it won’t be imported again. The terms and conditions are to be compulsorily met by the commodities that are being exported. These goods are exported only after the clearance of custom duties and meeting of restrictions and prohibitions thereby meeting the requirements of the Federal law of Russian Federation.

If these requirements are met then the domestic taxes will be exempted. If it is an international export then it should contain a detailed itinerary which should be strictly stipulated with respect to time. This part of export comes under the foreign trade activities. Thus the requirements should abide on account of Foreign Trade Activities of Federal Law of the Russian Federation.

International export can be of three types, for which there is a different customs procedure. The first one is of course the export by means of transport. For this the permission from both the trading countries is necessary and preferably a notification is sent from the exporting company. Once the permission is granted the transshipment takes place.

The second type is the temporary placement of export good in warehouses. This is allowed only in case of emergency and only if the terms and conditions are perfectly matched. These terms and conditions are laid down by Russian Customs Code. The third type is done only if any case of threat or destruction is reported.

The completion of the customs procedure is a very important procedure. At the time the exportation is started it implies the customs transit procedure is completed. Certain applications have to be dealt with carefully and certain peculiar instances may occur.

The custom authorities may accept the transit procedure through transport only if both the carrier and forwarder support their documents to the Russian Customs Code. Sometimes the authorities may also deny access for carriers which handle cargo operations. It will lead of deprivation of consumer properties. Thus custom procedures in Russia have to be dealt with utmost care and diligence.
